Asbestos testing

Nobody can spot asbestos by eye. Before a contractor touches a home built before 2004, Oregon requires a survey by an accredited inspector. We set that up for the rooms you plan to open and go through the results with you, material by material.

Popcorn ceilings

Beaverton built more homes in the 1970s than in any other decade, and a 1970s popcorn ceiling deserves a lab test before you scrape it. Texture that tests positive is friable, so it comes down wet inside a sealed work area kept under negative pressure.

Drywall and wall texture

DEQ puts wall texture in the same friable group as ceiling texture. Joint compound, tape and wallboard may be tested as one wall system, which keeps sampling simple when you are opening only a wall or two.

Floor tile and sheet vinyl

Pull back old carpet and you may find 9-inch or 12-inch vinyl tile. Intact tile is nonfriable and comes up whole after a five-day DEQ notice. Sheet vinyl with an asbestos backing is handled as friable.

Pre-demolition abatement

Beaverton’s Building Division issues demolition permits. Before a pre-2004 house is demolished, it needs a whole-building survey, and any friable asbestos has to be removed first by a DEQ-licensed abatement contractor.

Rental and apartment abatement

Renters occupy roughly half of Beaverton’s homes, and over a third of the city’s housing sits in buildings with five or more units. The owner-occupant exemptions don’t extend to landlords, and those larger buildings need a survey before renovation regardless of age.

Asbestos testing and removal costs

Nearly 4 in every 10 Beaverton homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Beaverton, Lake Oswego and West Linn. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Our process

01

Sample and read the report

The inspector’s report lists each material, whether it tested positive and where it is. That tells us which parts of your project are asbestos work and which are not.

02

Notify DEQ

We file the notice and fee before work: 10 days ahead for friable material, five for nonfriable. In an emergency DEQ can waive the five-day wait for nonfriable work.

03

Remove, clean and haul

Friable material comes out under negative pressure; nonfriable material stays wet and whole. The waste is double-bagged, labeled and taken to a DEQ-permitted landfill with its shipment form.

Thinking of doing it yourself?

Oregon allows it in one case: you own the home, you live in it, and it is a single-unit house. Then you can sample and remove asbestos in your own home without a license or a DEQ notice. DEQ strongly recommends against it, and you still have to bag, label and dispose of the waste under the same rules as a contractor.

A rental, a business or a house headed for demolition loses that exemption. It needs the survey, the DEQ notice and, for friable material, a licensed abatement contractor.

What Beaverton asks for

We could not find a Beaverton permit page that asks for an asbestos survey or a DEQ notice. That does not change the state rules, which apply whether or not your project needs a city permit. For a demolition, ask the Building Division what it wants to see with your application.

Frequently asked questions

Can I scrape a popcorn ceiling without testing it?

Only if you treat it as asbestos from the start, which DEQ allows. Otherwise test first: you can’t tell by looking, and a positive ceiling is friable material.

Is a small patch or repair exempt?

Sometimes. DEQ exempts very small amounts, under 3 square feet or 3 linear feet, but only inside a necessary repair where getting rid of asbestos isn’t the goal. Cutting a big job into small ones doesn’t qualify.

How do I check an abatement contractor?

DEQ keeps a list of licensed asbestos abatement contractors. You can also ask a company for its Construction Contractors Board registration, its certified workers and supervisors, last year’s projects and any enforcement actions.

Do apartment buildings need a survey?

Yes, before renovation or demolition. Oregon’s residential category stops at four units, so a building with five or more is surveyed regardless of when it was built.
